Really trying to stretch my legs here, and bring in a new honest-to-god Supervillain to the world of 
, one who's in modern/contemporary times and not the Golden Age (Eisenfaust and Doctor Destruction for example), or a complete loser (Irontide). Who knows, might make him a serious foe for Wild Rose, and finally get around to writing more stories for her.
What I have so far:
-He's a Super-Speedster, in the vein of Flash or Professor Zoom (aka: the Reverse-Flash) and almost all that comparison entails.
----With some extreme marksman/throwing abilities just to make it that much worse.
-Personality wise, he's basically a mixture of Professor Zoom (Flash rival) and long-time Daredevil foe, Bullseye. Not a very good fellow to meet in person to begin with, now exceedingly dangerous with superpowers.
-Origin is still in development, he could be the result of experimentation, either by choice or against his will; or simply just born with it.
Any thoughts? Ideas? Suggestions?

I, for one, don't mind his appearence. It reminds me of the 3rd Flash's enemy Gregor of Blue Trinity dc.wikia.com/wiki/Blue_Trinity (in the middle). Having some degree of superstrength would set him apart from other speedsters. Also consider him having a decent grasp of physics which would allow him to use his speed in nasty ways, like Quiclsilver in "X-Men: Days of Future Past".
